Unexpected Low Number of Applicants for Deferred Action/Dream Act

U.S. Citizenship and Immigration Services prepared to process 300,000 applications for the new Deferred Action/Dream Act program by October 1.
However, by that date, they only received 120,000. Many people are still unsure
about whether to apply. 

Some believe that as more applications get approved, and friends see that other friends are getting work permits and social security cards, that may prompt more people to want to apply.  

One big result of the Deferred Action/Dream Act policy is that dreamers are requesting their school records. High school, middle school, and elementary school records may be good evidence to prove certain aspects needed to get approved for Deferred Action/Dream Act.

This is a surprise. What gives? Do they think a better deal will come about in Obama's 2nd term? Did they know with certainty that Obama would win? Was this law publicized sufficiently? Perhaps it was a reaction to the terrible drafting of this law, which would neither grant applicants an actual legal status here or absolve the of their "crime" of being here illegally; rather, the application would inform ICE of these applicants whereabouts and just how long they have been here illegally, and how they did it. Perhaps I'm reading too much into it... maybe kids just acted like kids and procrastinated or waited for someone else to do it first before they followed.

Thanks for centralizing all these articles under one roof, though. Very interesting.
